What to actually check
Ask whether the ambulance is owned by the home or an outside tie-up, and if it's a tie-up, ask to see that it's a standing arrangement rather than a one-off. Ask whether the vehicle carries oxygen and basic emergency equipment, since that isn't guaranteed by the general requirement. And ask for the realistic — not straight-line — travel time to the hospital the home actually refers to, ideally checked yourself at a peak-traffic hour rather than taken from a brochure distance, since Kerala's roads can make a "15-minute" distance take considerably longer in practice.
